Job Description

Objectives

To provide hands-on coordination and support to the Ministry by attending and documenting task force meetings, facilitating stakeholder engagement, assisting in the preparation of advocacy and policy materials, and supporting project tracking and reporting processes, thereby ensuring timely delivery of agreed outputs and strengthening overall sector coordination.


Scope of work               

The consultant will provide hands-on support to the Ministry of Energy and Water in strengthening sector coordination during a critical period of transition from emergency response toward nationally led recovery and resilience. The consultant will be embedded closer to the Ministry, ensuring consistent presence in task force and working group meetings, documenting discussions, and following up on agreed actions. They will assist in preparing and consolidating input for advocacy briefs, policy notes, and presentations required for donors, partners, and parliamentary processes.

The consultant will support the Ministry in engaging effectively with stakeholders by liaising with municipalities, water establishments, humanitarian actors, and development partners, ensuring that inputs are captured, tracked, and reflected in coordination outputs. They will also help maintain donor request and action trackers, facilitate clearance processes, and support the packaging and dissemination of advocacy materials.

As part of the transition process, the consultant will contribute to the Ministry’s efforts to prepare for sector leadership handover by supporting quarterly reviews, workshops, and the documentation of key processes. This includes ensuring that deliverables such as briefing notes, thematic presentations, and donor engagement materials are consistently produced and aligned with the Ministry’s priorities.

Overall, the consultant’s role is to provide dedicated coordination and operational support, enabling the Ministry to focus on higher-level decision-making, strategic dialogue with donors, and the gradual transition of the WASH sector toward more sustainable, nationally owned systems.

 

Deliverables and Schedules

The consultant will be expected to deliver the following outputs within the six-month period of the assignment. Deliverables will be reviewed and approved by UNICEF in consultation with the Ministry of Energy and Water.

  1. Task Force Coordination
    • Support the organisation of the different Task forces by sending agenda/invitations/minutes taking  action point trackers submitted monthly.
    • Two quarterly coordination workshop reports prepared (Month 3 and Month 6).
  2. Advocacy and Donor Requests
    • Donor request tracker established by Month 1 and updated monthly thereafter.
    • Three advocacy briefs and sector infographics produced by Month 4.
    • Full advocacy kit prepared and disseminated by Month 6.
  3. Presentations
    • One pilot presentation and briefing note completed by Month 2.
    • At least three thematic presentations and briefing notes developed between Months 3–5.
    • Template library of standardized formats established and maintained throughout.
  4. Project Tracking, Documentation and Reporting
    • Dashboard reviewed and finalized for Ministry validation by Month 1.
    • Project tracking tool piloted by Month 3 and rolled out by Month 4.
    • Two quarterly dashboard reports drafted (Month 3 and Month 6).
    • Handover package (manuals, process notes, and capacity-building support) delivered by Month 6.
  5. Additional related tasks, as described above, may be required to ensure the effective delivery of this assignment.

 

Timing

The duration of the contract will be a total of 6 months

Reporting Requirements

The consultant will work under the overall supervision of UNICEF and in close coordination with the Ministry of Energy and Water. All deliverables will be submitted in English and Arabic, as required, and in line with Ministry formats.

The consultant will provide:

  • Monthly progress reports summarizing activities completed, challenges encountered, and planned actions for the following month.
  • Meeting notes and action trackers following each task force or working group meeting attended, shared within three working days.
  • Quarterly deliverables (workshop reports, dashboard updates, and advocacy packages) submitted on schedule and cleared by UNICEF and the Ministry.
  • Final completion report at the end of the assignment, providing a consolidated overview of activities, outputs, and recommendations for sustaining coordination beyond the consultancy period.

The consultant will be based primarily between UNICEF and the Ministry of Energy and Water and is expected to maintain daily communication with the designated UNICEF focal point.

 

Profile

Requirements

The consultant should have a strong background in coordination and stakeholder engagement, with proven experience supporting government institutions, UN agencies, or NGOs in humanitarian or development contexts. They must demonstrate excellent organizational and communication skills, both written and oral, with the ability to translate technical content into accessible messages for diverse audiences.

Education

  • A university degree in public administration, political science, international relations, development studies, social sciences, public health, water and sanitation, or another relevant field.
  • An advanced degree is an asset.

Experience

  • Minimum of three to five years of progressively responsible experience in coordination, stakeholder engagement, or project support in the humanitarian or development sector.
  • Direct experience working within the WASH sector in Lebanon is required, with strong familiarity of the institutional landscape (Ministry of Energy and Water, Water Establishments, municipalities, sector working groups).
  • Experience in drafting policy briefs, advocacy materials, and meeting reports in Arabic and English.
  • Prior experience engaging with donors, ministries, or UN-led coordination mechanisms is highly desirable.

Skills and Competencies

  • Strong facilitation and interpersonal skills, with the ability to build trust and liaise effectively across a wide range of stakeholders.
  • Excellent drafting and presentation skills, including the ability to prepare concise notes, briefs, and slide decks.
  • Solid organizational skills, including maintaining trackers, documenting meetings, and monitoring action points.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint); familiarity with collaborative platforms and sector coordination tools is an advantage.
  • Demonstrated sensitivity to gender, inclusion, and conflict dynamics in Lebanon.

Languages

  • Fluency in Arabic (spoken and written) is essential.
  • Strong working knowledge of English (spoken and written) is required.
